Gaben be praised.
I guess you could just emulate it - I already played the PS2 version via emulation years ago, and with recent progress on the PS3 emulator it's now possible to play the PS3 version (and I believe Wii version is also playable on PC), but I'm still happy it's finally going to be available on PC without need for emulation. After all, for it to be legal, you still need the original hardware and so on.
And when it comes to supporting developers who don't care about PC, I guess they won't start caring if they finally care a little bit and all they get in return is ♥♥♥♥. Someone needs to be the better man here, if customers show there's the demand, then they might put more effort into it and care more about our opinions. Otherwise everyone loses, we don't get games, developers don't get more money for making more games.
That's just my opinion though, I'm also super unhappy about the 30 FPS lock, but the game is way too good to skip it because of it.
For Okami specifically, the reason it's never been ported to PC is the fact that Okami, despite the critical acclaim, has never sold well on any release, and has in fact sold worse on every subsequent release. If the game didn't have such a dedicated fanbase as it was, it never would have gotten ported whatsoever. It's not some vendetta against PC gamers, it's unfortunately a purely money situation. Adding more content to the game, recoding it to run at 60fps, it all would have been more effort than this port is likely to fund upon release. It's a damn shame, but it's the reality of the situation.
If it boosts your spirits in the slightest, this actually adds back in some missing content from all the other releases sans the PS2 -- the load-screen minigames are back, as well as the credits. It's not much, yeah, but it's still restored content stripped from the Wii and PS3 releases, with better graphical fidelity than the PS2 original.
I've wanted this game to come to PC for years -- I'm just glad it's here. I'm sorry that you're disappointed in the content, I really truly am, no ♥♥♥♥♥♥♥♥. The people dropping the game because it's not 60fps+, because it has no added content -- they're missing out on a game I consider one of my favorites, and that's a damn shame -- but that's their right, if they feel this game isn't going to hold up to their needs.
