Except the game only says that LMB/RMB are used for RPR, but doesnt tell the player how to use them. The game also doesn't distinguish between incorrect player inputs (disrupting RPR from clicking too much or too little) and the animal you're attacking being strong enough to shake the raptor off despite your inputs. So a lot of the time, it seems like the bar/inputs are simply being unresponsive. This is exacerbated by the current state of ontogeny, where the Dakotaraptor model looks like an adult at only around 4 years old, which makes it hard (especially for newer players) to identify appropriate prey.
I am well aware this game is still in pre-alpha, in the midst of development and a long way off from resembling a final product, but I hope issues like these are being considered.
