Emergency! Souvenir

For the Deep Dive mission, the Emergency Souvenir requires you to break the glass with the flare.

I've hit the glass with the flare gun, shot the glass with a flare above water, shot the glass with a flare below water, but nothing works? Is it because I am sealing the windows? Do I have to let the windows crack then kill myself for the souvenir? Can I have some help?

I know your post is very old, but maybe it means the fire extuingisher glass and not the submarine windows?
