So yeah, it's safe to skip this one if you prefer VIII instead.
However, I recommend playing Ys games in the chronological order they were developed, because for example Celceta is an evolution of Ys Seven, and Ys VIII is an evolution of Celceta.
Playing them in that order makes you appreciate each game, and also their evolution through the years. Playing Ys Seven after Ys VIII makes the former looks bad, because it's a PSP game which completely revolutionized Ys games mechanics, that were polished in later games for more modern consoles.
I loved Celceta for the story - but not as a "game".
Ys Origin? Ugh. Same with I, II, Wanderers (III) and V.
I was okay with Felghana (which is essentially a remake of III). Not a favorite, but not terrible.
Napishtim was for me only playable on I believe it was PSP (whichever one had the English VA).
SEVEN...something feels "off". Like it's clunky or slow or something. It just doesn't feel "smooth". It's hard to describe.
Personal opinions.
Just started playing Ys SEVEN today. Already put 5 hours into it. Don't skip it, it's an awesome game. This engine with multiple party members is a joy to play even if it's an older iteration than Ys VIII. I'm playing on Hard and grinding mobs here and there. I'm having a blast. Can't wait to play Memories of Celceta and Monstrum Nox next.
Seven was originally released on PSP/Vita only until it got a PC port. The PSP and Vita weren't very popular systems in the west and on top of that on a Vita you're stuck with digital only when many Vita players avoid digital games because of the memory cards being expensive.
So yeah, it's not a huge surprise many missed Seven or are just getting to it now with it being on PC. Now there is also the issue of the very dated graphics and gameplay compared to entries like 8 and 9 that have vastly improved on the elements Seven brought into the series. I don't think that's reason to skip this entry because it is a good game and there is nothing it truly does poorly. I also feel it has the best soundtrack in the whole series.
