I have heard good things about Fightcade. Have you tried that?
(Fightcade also has a practice mode which is pretty good, but-for me-it is harder to navigate).

With Steam Remote Play Together you can play even without buying the game if someone invites you.
Still, you will find more users on Fightcade.
Only buy this version if you want a nice walkthrough of Street Fighter's history before Street Fighter 4. It's a nice package if you care about just playing the Arcade modes or even playing with another person, but if you're going for an Online only experience you're better off getting Fightcade and a Discord server.

While it does have a lot of interesting stuff showing how SF came to be (concept arts, music, etc.), the cpu in some of the games (not ALL of them but at least a good half) have a very unfair AI, Super Turbo being the worst offender. Practice Mode is there but not for all games, there's no input option for 3 punches or kicks as far as I know, and whatever playerbase it had before, it sure diminished once talk of the DRM came around. If you want to play the games against people and nothing else, then by all means stick to Fightcade.
