[Question] Offline Input Lag

I had this on PS4 and returned it because the offline input lag on a PS4 Pro was pretty incredible, such that only some inputs for special moves were recognised. Things that are effectively burned into my brain like Sagat's Tiger Fireballs (standing and ducking), Tiger Uppercut, and Tiger Knee just didn't work.

When I played Street Fighter 2 Turbo on SNES and Street Fighter Alpha on PSX this wasn't an issue. Is this sort of thing still the case? I'd love to go back and play, so here's hoping for some positive responses.
