Food for thought: The PS2 "Alpha Anthology" version of Street Fighter Alpha 3 Upper?
People are begging Capcom to add the SEGA NAOMI Arcade version of Street Fighter Alpha 3 Upper and/or Street Fighter Alpha 3 MAX for PSP to the 30th Anniversary Collection. While I do prefer Upper to the CPS2 version, I honestly don't see NAOMI Upper or MAX being feasible additions. Even though MAX is the most complete version of the game, it's still a home port, whereas the 30th AC is about the CPS arcade versions of the games, which also blots out NAOMI Upper since SEGA NAOMI is a beast compared to the CPS systems (NAOMI runs Marvel VS Capcom 2 and Capcom VS SNK. What does that tell you?).

I don't see this happening either, but it might be a glimmer of hope for people who still want Upper in the 30th AC:

Remember Street Fighter Alpha Anthology for PS2, which had virtually arcade-perfect emulations of the Alpha Trilogy + Super Gem Fighter Mini Mix? Alpha 3 Upper was on there as a hidden game, BUT, it was rebuilt off the original CPS2 Alpha 3 instead of being ported from the PlayStation/Dreamcast/NAOMI. So not only does it have all the extra bells and whistles of Upper (minus World Tour mode), but all the annoying gameplay tweaks that hardcore fans hated about Upper all along can actually be fixed in PS2 AA Upper.

So IMHO, PS2 AA Upper is pretty much the definitive version of SFA3 Upper, and it'll also be the easiest version of the game to port over if Capcom actually DOES decide to add SFA3 Upper to the 30th AC.

Again, I'm not saying it will or should happen. It's just food for thought...

EDIT: I almost forgot to mention, Alpha Anthology has hidden dipswitch menus for each game on the collection. That's how Alpha 3 Upper can be tweaked on there to be just like the original version gameplay-wise.

Indeed. 30th Anniversary Collection made me lose all hope of Upper ever being rereleased again. Thank God I was proven wrong.
