That's not accurate, no version of Super Turbo toned down the A.I. Every version released outside of Japan was just as difficult regardless of "WORLD" or "USA"release revisions. Hyper Street Fighter II Anniversary Edition was based on the Japanese version of Super Turbo so it was easier but that's a different game.
So no its not case of dev's not doing there homework. Its just they decided to go with international version of the game.
AI is limited at some point because they have patterns while you are human and can change yours and adapt so you have the advantage in the end.

This is Poongko, a pro player: i saw his Twitch gameplay yesterday and he completed this garbage after many many many many attempts. He died 30-40 times against Akuma, and he is a pro player...

Poongko is a pro yes but i don't think he is experienced in that game, also ai is a different story when we are talking about pro, it's not the same.
Someone can be not a pro and do better than a pro in beating ai.
I'm not saying, it's not hard though, it's very hard but not impossible, even me i can finish it and im far of being good vs human because again it's not the same thing.
It's a matter of learning ai pattern and trick so yeah many attempts but in the end you finish it and more you play more you need less attempts.
but yeah i prefer the japenese version though and i understand that this version can be frustrating for some people.
But as I said... don't want be rude but... you're seriously asking for them change a 24 year old game? They probably don't even have the sources of it anymore, it's just the way it was in the arcades. The only way they COULD change is to offer the japanese release as well, which has a lot easier/boring enemy AI.
I guess they just wanted to make it more coin hungry for the american market back in the day.
It was the 1st USA version of the game that was known for being hard as balls so no shocker really. One of the reasons why the game has 2 diff versions of arcade machinies
I wonder if they used that when they released it on U.S./eu Arcades .
I can tell you it's 100% the 1st USA version some pro's have even said it's more than likely considering the spike in difficulty
