Nah,that's USF2. HSFII is the anniversary edition that allows every version of every character to be played in previous games (from World Warrior to Super Turbo). It also ran on CPS2 and it's omission from the collection is puzzling.
USF2 is a high-res edition of SSF2T with the features you've described and currently only available on the Switch, and appears to be a modified version of the older HD Remix on PS3/XB360.
The lack of speed settings also confuses me. I'm sure there are people out there who grew up with the SNES port of The World Warrior.
But I wouldn't mind paying 15 bucks if Alpha 3 Max (+ some added content) got on PC + consoles
