I haven't played OE before, but I'll take your word (and Max's) that it's probably the better one to play and would probably move on to play it if it ever gets a release on Steam.
I made the fix for the black lines a while ago it is a simple fix I forgot how I did it but you can ask.
Anyways sometimes it does sort of desync, but 99% of the time 3S works excellent on fightcade once you fix the black line issue.
I rather play 3rd strike on fightcade where the actual community is at, where I can get matches easily and has an actual platform and community to hang out in and chat with.
They can keep this dead 30th collection on steam.
If this 30th actually had people playing online and a community behind it I may have considered it. However as Max says the 3s Online remake is FAR superior. So I ain't paying for an emulator and rom, sorry. I rather stick to fightcade if I had to do that.
When Capcom is ready to put effort into porting 3s well yeah I may very well consider.
Super street fighter 2 turbo is the best fighting game of all time. Period!

It is much harder than Super SF2
In terms of over all fighting games, SF4 reinvented fighting games and is harder than 3rd strike infact SF4 is maybe the greatest fighting game ever made but it is too hard for me to play
I agree ST is waaay better + faster and more fun.
Dude you cant just base a fighting game of off how hard the inputs are. Balancing is most important followed by character diversity. By that I mean the different ways you can attack and defend with a character to create your own unique yet effective play style.
The latter street fighters after super 2 turbo did not have this. The inputs in SSF2turbo are just as hard. It has just as many one frame links.
3rd strike is a broken piece of over rated trash. Its only saving grace is the parry system and you will have to have years of experience memorising the attack strings of each character in order to make use of the parry system against them properly. It is actually less skill and more muscle memory.
SSF2turbo is more about controlling space which is WHERE THE SKILL IS AT! Not just in input execution.
3rd strike is the game that bought in this stupid "Whiff punishing" nonsense. Which is now a repeated staple in Street fighter V
Again this feature is more about who has more game knowledge as opposed to skill.
The character balance in SSF2Turbo is far better between the characters then that of later steer fighter games. In fact with each new game the balance gets more and more out of sync to the point it is not even worth playing.
SSF2Turbo has better balancing largely in part due to the fact that it has less characters.
Later fighting games not just from street fighter but other franchises as well have all made the horrendous mistake of adding in "WAY TOO MANY CHARACTERS" this destroys the balancing as the game then becomes impossible to balance.
They then find lazy ways of balancing the game such as in street fighter V "Scaling V trigger combo damages" This is just lazy laZY LAZY!!
There is two reasons why they over produce chaarcters in fighting games.
1. SEASON / CHARACTER PASS MONEY
2. "marketing & advertisements" - ON the back of the game cover they can boast - "THIS GAME HAS 35+ characters IT IS THE ULTIMATE FIGHTING GAME"
The fact that they care more about money and less about balancing nullfies the point of and integrity of tournaments as there is no level playing field.

Its cuz they outsourced 30th to a budget studio for a cheap fee. Capcom has been stingy on investing in games development over the past 12 odd years. It has a massive morgage on 2 new skyscrapers in japan to pay for which capcom plans to house its "DRM" servers. Yeah more freedom limiting DRM
30th edition on the other hand actually feels like the arcade. Unfortunately there is no one to play against.
the worst part is its a custom emu stolen from the people they sued.
