Street fighter alpha 3 world tour?
So... I ve read you needed to reach level 30 on world tour to get Guile
my question is: how to play world tour? is it online? solo?
it's probably stupid, but cannot find it

On PlayStation 1, Saturn and DreamCast yes, they have WorldTour mode. On the Arcade version of SFA3 (the version we have in SF30thAC) this mode is not present.

Yup. No Guile in this version of SFA3.

I thought Guile was only available on Street Figther Alpha 3 Max.

Nope, he is also on PlayStation 1, Saturn, DreamCast, Gameboy Advance and PlayStation 2 (Street Fighter Alpha Anthology in SFA3 Upper).

Shame that Alpha 3 Upper wasn't included, but I can understand the reason why. Getting Sega NAOMI emulation to work might be tough task, which is what Upper ran on. All of the other games ran on CPS/CPS2 hardware and probably nowhere near as hard to emulate.
