Help picking a character :(
So I have an issue...
All the characters I want to main (Noel, Bullet, Makoto) are on the bottom of everyone's tier lists for a myriad of reasons. Now I know that tier lists aren't gospel, but I feel like I'll just give myself unnecessary difficulty in trying to improve.

Please convince me I'm dumb for worrying

You are kinda dumb for worrying (no offense). I wouldn't call any of those three bad or mediocre, just kinda harder to do well with in comparison to someone like Jin who's relatively braindead easy to play and effective. I'm pretty sure Noel, Bullet, and Makoto have each won at least a handful of tournaments, and there do exist really strong players who main these characters. Towito is probably the best Bullet in the world and he's won his fair share of tournaments with her (he's the reason I even decided to try her out and found out I liked her a lot). As long as you enjoy playing as the character and have fun, you probably shouldn't worry about their tier placement. Terumi is also listed as low tier if I remember correctly yet DGF kicks ass with him. In this game it's way more the player behind the character rather than the character themselves.

I'm not saying it won't be a struggle at times, but once you master these characters you too can make them seem broken as hell.

I play Amane, who isn't a really good character according to the lists either, but he's fun to use and being able to use his gimmicks effectively makes it an easy ride.

I know someone who plays Makoto well and it was difficult to handle the pressure. I also tried getting perfected 4 times by a Bullet online. It's definitely very possible to make your picks work.

It takes a little more time and dedication, but enjoying a character is worth it all.
I've only just picked this up but also gravitated towards those three. They all seem like high pressure characters with relentless attacks, especially Noel. I've no idea about tier lists or relative power levels but all three of them are incredibly fun to play as.

With fighting games I just tend to pick the character I like the look of and practice till I get the basics down, then I'll spend a few days going through the rest to see if there's anybody else I like. I'll eventually settle on one and just stick with that.

I don't much care about whether they're good at top levels or not, I'm not that good a player and tier lists tend to be made for higher levels of play anyway.
Noel is decent. My friend mains her and from time to time he can lock me down and frustrate me. I don't care about the tier lists and never have. I also end up picking bottom tier characters anyway. Those are just the ones I like and they're fun to win with because it frustrates people that obsess over the tier lists when they lose to them.

For what it's worth in this game I main Platinum.

Do you intend to be a top player running in tournaments?
If not, the whole cast is rather balanced, so there is no wrong choice.
If yes, you will be good enough to not be affected by tier lists.
In either choice, just play what you want to, and you're also not limited to learning only one character.

Unless you think you have the chops to be a top 0.1% player, you can pick those characters and excel easily. In most skill brackets, ease of use is far more valuable than peak character strength. At the top level where the players can master the most difficult characters and the skill gap is very small, you will feel very disadvantaged using a low tier character and have a much lesser chance of placing well in tournaments.

In the end, I always recommend characters you like best, regardless of all of the surrounding factors. If you feel like you've outgrown these characters you can always switch later.
