このケースだと中途半端に動作可能なカタチでデータ化けしてる。多分ユーザーデータを通して参照させた先に問題があるとクラッシュする。

I'm a friend of his, and they told me that reinstalling it didn't fix it...
Does it happen in local vs. mode? If not what does his local LAN look like? Is he behind a NAT? Is UPnP set-up correctly? Does he have problems in other games? I'm thinking it could be something like that because I'm assuming he doesn't get crashes in local vs. play.
IF it does happen in local play then what hardware is he using? Are the drivers up to date? Does he have problems with audio anywhere else in the game? Do the videos play when he starts it? Several things could be causing this if it's happening in local play unrelated to the game itself.
Did he install the improvement mod?
I personally run this game on two PCs: A windows 7 PC and a Linux PC using proton. I've never had it crash so I'm just taking shots in the dark.
The crashing could be related to his online profile being corrupted. In which case he needs to go to the D-card menu and see if he can edit it. If it crashes there you'll know. If that's the problem you'll need to contact the developers to do a reset on the online profile. Was he able to play online before or did this happen the first time he tried?
I'm responding in English because I'm away from my home LAN again and frankly my Japanese isn't that great. I'm working on kana and kanji again but it has been 15 years since I last used it seriously so I'm very rusty.
For what it's worth if you need someone to help debug it add me as a friend and I'll try to help you. I'll send you both friend requests. At the very least it would be useful to practicing Japanese. I'm embarrassed that I let it get this bad. I can barely read your names. I'd be lost on Japanese web if I tried reading it now. Sensei would be ashamed.

Where another person seems to be having the same problem. I've seen a few threads like this over the last year. All of them claimed it solved itself after they deleted their save file or they had to contact Arc System Works devs to reset their online profile.
If your friend uses twitter he can contact @Shini_Zack who I've seen on here before. He can reset your profile for you.

原因がD-Code(オンライン用ユーザーデータ)だった場合、こればっかりはオンラインの向こう側なのでユーザー側からは直接手が打てない。彼が述べた通り、伝えればリセットしてくれる。ユーザー側から任意でリセットさせてくれ、って事も伝えたんだけどねぇ……。

From what it's worth: They've been very active about releasing updates and patches lately. The devs do come around here to the forums from time to time. So it shouldn't be too hard to contact them to get the profile reset.
I suspect they're going to release a new BB game soon. There is too much activity for an old game for them not to have something planned. I am not excited for it. Mori-san left the company which is a very bad sign. He didn't comment about it so that leads me to believe there was a disagreement. This game was supposed to be the last one so I suspect he's lost control over his creation and isn't happy about future plans.
I wish I could help you more. I encourage you to contact ArcSys however you can. Since you guys are in-country you should be able to call them or something. Hopefully it's easier for Japanese to get in contact with them than us gaijin.
If you ever get it fixed let me know. Roll-back netcode is good enough to have matches with Japanese players now. I play with people in Japan on fightcade all of the time and the games are tolerable. Of course I'm sure you're all accustomed to better ping times than us. I consider anything under 100ms to be good on this side of the ocean.

This should get a faster response than waiting for a developer to see this thread. I do not know why it would only crash for character select in one particular mode. One more thing you can try is verifying the game files. This is located under the game properties in your library.
Left click BlazBlue CF in library -> Properties -> Local Files -> Verify Integrity of Game Files (the last option). Re-installing should have done this but maybe you still have a bad file. It's worth a try.
I would not worry about playing with friends in ranked mode. Most people do not play ranked mode at all because it doesn't allow unlimited rematches. No one cares about the stats in-game anymore. Even when ranked was more popular people avoided it. Lobby mode is only really used to obtain the in-game items like avatars and room items. I've only played a lobby match one time and that was several years ago with a Japanese player before the netcode update.

Once I played BBCF using his account on my PC. (I even got his permission).
Everything worked fine on my PC and account. But when I changed to his account, it crashed in all internet matches (via the character select screen) except for ranked matches. (It didn't crash when I played on his PC with my account)

Yes he will need an account reset. His account is corrupted and a developer will have to reset it.
