When Strive has moves that can be followed up by microdashing, the design/balancing team does not have to consider it as something difficult to consistently do, because the dash button is and has always been there.
When BBCF had moves that could be followed up by microdashing, it had to be treated as something difficult to consistently do (because there was no dash button), and it's likely that some balance decisions took that difficulty into account (like Naoto's enhanced moves by dashing).
Adding a dash button to BBCF would affect that balance, and potentially require them to bring a balancing team back to make sure things didn't go too far (especially if it were to be like Strive's dash button that allows back dashing without stopping a back charge, down charging while forward dashing, or dashing forward without knowing which direction is forward).

And I'm all for casual-friendly, this game in fact has a button for A+B, B+C, A+B+C, A+B+C+D after all. Playing this game and go to GG+R is a nightmare, you have to do A+B manually over there. Ugh.
But you can set your shoulder buttons(or any button for that matter) to P+K(Barrier), P+D(Burst), P+K+S(RC), P+K+S+HS(Instakill) in GG+R, it's literally in the settings.
