How to use Remote Play Together?

I have tried multiple times with multiple friends and I just can't get this to work!

I enter the game and invite the other person, he accepts and the RPT shows his controller as player 2, Steam shows me a message saying I connected a 360 controller so it's clear everything is working fine, but then when I pick Versus the game only shows 1 controller, my controller, my friend cannot do anything at all, he can't even use the keyboard, and the stupid thing is, if I set his controller as p1 he can perfectly control the game, but now I as p2 can't do sh*t.

Anyone know how to fix this? is there a way? maybe I'm doing something wrong? This exact same issue happens with BlazBlue Cross Tag Battle, other ArcSys games like GBFVS, GGXrd and DBFZ work perfectly fine, please help

IIRC you need to plug two controllers into your computer, then have your friend join and let them use their controller as P2. Yes, this is backwards. No, Steam still doesn't have a compatibility mode for such cases.

Might I ask if your friend own the game?
It's an unrelated question, as I kinda want to invite my friend, who doesn't own a game, to play together with me.
