no. the dollar has been constantly falling since 1964. the only way someone would see the dollar as rising is if their own currency was losing value faster than the dollar. not saying this is not the case for you, but that is a problem of your local currency, not the dollar.
the problem of paying more than the dollar value because of steam's regions is also not a problem of the dollar. it's a problem with either valve, your nation's regulations on international trade, or a dev/publisher that does not understand exchange rates.
The debate should be about that, and not whether he should be free or not.
But, the Game barely works at all... If you magically get it booting up which some people
can't get it to start at all, then you have problems with AA, or problems with it being pixelated,
or other problems where it crashes at certain parts of the Game... It's got bugs, the Update has more bugs, & the DLC now has Bugs as well... The Game does not work with some resolutions, either...
I type like this because it's easier for me to read... ~_~
You'd think that after making 4 Games, that you'd have a solid structure for a Game...
They've made 4 Games, & still cannot get the Bugs sorted out...
If you got the Game to run just by starting it up, thats great, but not everyone
is so lucky... I've never had this much trouble with any Game trying to get it to start...
I can even get Games like FF7 & Original Star Craft to work on Windows 10, even
Windows 7, but a Game thats even newer then that, doesn't work, @_@
This is why I think the DLC should be Free... Because the Game is full of Bugs,
and the Devs aren't even fixing them... If they had, they would of done in like
Game 2 or 3 already, you'd think by Game 4, there wouldn't be any Bugs... ~_~
I just dunno... I'm going to pass on the DLC, I think it costs too much,
it's bugged, & I dun need a Buggy DLC, & it's not worth the price on it...

The only game of the saga which has had any problem in its port was Centralfiction.
You say that the game barely works and the developers don't do anything to fix it.
That's wrong, and that's also wrong. The game works. Right now, it has has many bugs. But (except for some users) they are not fatal bugs. The game is still playable. And the team making the port is working on it. As they worked on it at the launch when there also were bugs.
I am not saying this situation is OK, because is not. These bugs should not be there and its understandable not being happy with paying for the DLC given this current state.
HOWEVER (and these are the main point we are discussing with you), the port team have already shown that they care for the state of the game. They have listened to us in the past, they have fixed every bug, and they even have added features not available on console versions.
They just need time to fix all these problems.
And for a character being expensive or not... developing a character takes months of work. You need the 3D models made from scratch (yes: BB works with 3D models), you need to program it and balance it, record not only this character lines, but any other line (VS mode victory lines against Jubei, special interactions AND Arcade mode), its music theme, and you also need this character's Arcade mode illustrations. This is why fighting game DLC characters cost this much. There are other games like Smash Bros. where a new character cost around 5 $, but this is because they don't require as much job as a new character in this franchise, for example.
If you are not going to play with Jubei, don't buy it. Is that simple. But, please, don't think developing a new character is so easy you could give it for free so carelessly.
As a side note, I would like to say that the conversion prices are... a blatant manure blow, for not being censored.
8 $ are NOT 8 €. In Europe we are being charged 1,3 € more because of who knows what. But this is not the port team's fault.

System Works isn't developing the PC port, it's a korean developer.
Besides, yeah, you paid $40 for a game you'd have to pay at least $76 if you plan to buy Mai and Es which are free on the PC port. (Because that's what the PS4 version costs with Mai
and Es included, let's not talk about special skins)

Your formatting is as annoying as OP's and it's hard to take either of you seriously, especially when you go the extra mile and add random uppercases to words for God knows why. I've seen people outright getting banned on Steam forums for using stupid posting gimmicks like this one in the past because whenever they posted the focus shifted to their dumb ass gimmicks and they were disruptive as hell.

If you are so brave to do sutch a statement, why stop there and ask CAPCOM the same, WARNNER BROTHERS the same...............for god sake, by that standard ALL UBISOFT GAMES SHOULD BE FREE.
This company is by far one of the best here on PC, and their intention to give us games and updates almost the same time as consoles, is great, but anyone can make mistakes, and this company has not sutch a crash record like ubisoft so, stop whinning, and wait.
The art of complain is something really easy to do.
