Is there a way to unlock Jubei?

You mean besides buying the DLC?

I hope not, because I paid!

Seriously though, I don't think there is such a way. None of the other fighters are unlockable, and they haven't charged for anyone else. It only makes sense that it wouldn't be possible.

Of course, certain individuals might beg to differ, but I'll not discuss them and you shouldn't either.
