I can, yet my steam account can't add friend. Just type my steam name in the game's add friend function, or just add me as steam friend. By the way, I'm from Taiwan, so I can be login in game only in the weekend about the period between 18:00-24:00 mostly of the Taiwan Time Zone, consider it.
