Sam will eventually sell them like all of the other seeds. Progress through the game and keep selling him stuff and they will eventually appear. I don't know the exact requirements, but they appeared for me sometime after I cleared the story.

same ^^ i am not sure if it was clearing the story or if I finally sold enough crops, since I had been hoarding a metric crap ton.

also Sam says some BS about planting the watermelons in the wetlands in the summer and something interesting happens. it didn't. they were just reg watermelons *but* the dry mountain soil did mutate them, so there is that.
