Just finish the story and work on getting the second house upgrade, befriend the Harvest goddess and you should get a scene explaing how to get it.

so you must befriend the goddess? why its not easy as previous game where you can buy it

You don't need to befriend the Harvest Goddess as far as I know. You need to finish the main story, and view all of one candidate's cutscenes. Then the Harvest Goddess will tell you about the blue feather, but you can't actually get it until you get the second house upgrade. Then go to the beach at night when the weather's sunny.

I already had the giant house, and maxed affection to the candidate. But i dont seem to get the cutscene. Am i missing something?

Did you play every cutscene from your "lover" or whoever you want to marry?
I got the "Blue Feather" cutscene when I saw the last affection cutscene with Melanie.

it took me so long to finish the main quest so here is how it happened for me

wooed dean, saw his cutscenes by walking into his house or heading up the mountain.
went to all festivals with him
after 5 notes he came to house on a clear day and confessed his love

finally finished main quest and unlocked Giant House (not the same as Large House)
Harvest Goddess came to me in a dream giving hints about bluebird and marriage.

end of summer yr 2 upgraded house.
dreamed of bluebird.
woke up next morning (clear day and last day of summer)
yellow sprite was like, so about that blue feather- you should go to the beach tonight. Just saying.
Went to the beach at 6 pm and was given the blue feather.

Proposed to Dean right away, and we started running around town planning the wedding.
