This is how you got it in Skytree Village. I cannot confirm if it's any different in this one, but I don't see why would they change it:

Phalanx = Purple Asparagus + Dry Ground + Asparagus Blend + Fall

Electric Eel are a summer fish best caught in the evening hours (after 6pm). They love tropical feed, and can be caught in the small inland pools scattered around the island -- they won't be found in the river.
