Hi,
Steam link streams games over local network from your PC to other device (TV, Tablet, Phone and etc.) and accepts input/is compatible with a number of popular controllers, including the Steam Controller. However, have in mind that due to how Steam link works, there might be some input latency.
Technically, you can play 2 players locally - one with keyboard, another via Steam link with a connected controller. If you stream the game to your phone/tablet, you can use it as a controller with touch controls, but since the game is twin-stick shooter for the best gameplay experience using Xbox 360, Xbox One or Steam controllers directly connected (wired or wirelessly) to your PC is recommended.

P.S. Keep in mind that only one player can be controlled with the keyboard and another player has to use controller in order to play co-op via Steam Remote Play Together.
