How frequently does gamemaker studio go on sale?

I'm thinking about purchasing it but I want to make sure there are sales before I make the decision, I don't mind buying at full price, but I don't want to buy it now and next week it goes on sale

Gamemaker Studio 2 upgrade (for 1.4 owners only) was on sale till Aug 31 at 40% both on YoYo website and Steam. This upgrade discount has been going on for approx past 6 months. But it seems a Steam-wide 40% discount was erroneously posted on Aug 30, and hastily withdrawn with some users complaining of overcharging despite discount.

Since existing 1.4 owners are likely to complain if a similar 40% discount is immediately given to everyone, don't expect it in the short term, possibly only a few months later in the festive season. That said, there was a 20% discount on GMS 2.0 during Summer Sale, and this discount or 30% discount is more likely to appear in coming weeks. In any case, speculating on discounts is always a gamble. Maybe use the trial version till Halloween sale which would be under 2 months away.

^ in other words, rarely on sale and when it does go on sale it might be an error which they withdraw and hope nobody notices, except people did notice and people not happy.

Here in Australia, if a game is advertised at a specific price, it must be sold at that price by law. Seller cannot turn around and claim it was a mistake and not honour the advertised price.
