I also need an answer to this. Had to refund theHunter: Primal because it flat out won't start up if you're offline. And COTW doesn't let you access bought items unless you're online.

I tried offline just now. It let me into a campaign and also a free hunt. The only thing I noticed was that the two weapons from the DLC were not available. I did see all of the other items that I've unlocked from previous missions, so that was Ok.

I did not check, but I assume you would not see up to date info from the leader boards.
