[Solved] Can't Save Any Replays
Tried to watch a replay and instead of playing normally it had my character zip around the screen and then die repeatedly. Attempted to reboot the game and now the game both won't let me save a replay due to "Insufficient replay data space. You can delete other replays to make room for new ones." while also saying I have no replays at all.

I checked in C:\Program Files (x86)\Steam\userdata\(your user ID)\584400\remote to see if my files were there, and I can see my replays still sitting in the folder along with ReplayDB, SaveData, and TimeAttackDB. Is there any way to fix this?

I managed to solve the problem, thought I would go ahead and share my findings in case anyone in the future has this same issue. My solution to this errors was as follows:
  1. Run Steam in Offline Mode
  2. Go to C:\Program Files (x86)\Steam\userdata\(your user ID)\584400\remote
  3. Delete ReplayDB.bin
  4. Launch Sonic Mania and clear a stage in Time Attack, make sure to save the replay at the end of it
  5. Close the game and relaunch Steam in Online Mode
  6. Launch Sonic Mania
  7. Upon launching Steam will say the files on the cloud don't match the ones saved locally, be sure upload the local files and continue launching the game

From my understanding the problem stems from a corrupted ReplayDB.bin file, this process allowed me to get a clean one though did end up making me lose the replays I did have. They seemed before to also have been corrupted, so realistically it doesn't look like anything extra was lost in doing this. Tried a few stages and did confirm replays could now be saved.
