Learning how to mod/Sonic Blast Remake

Hi! This is definitely something I could look up but I'm extremely new to anything like this and I'm nervous

When I was very very young I owned a plug n play copy of sonic blast, it was probably the very first video game I ever owned, and despite objectively being a very terrible game I loved it to pieces because I didn't know any better

It occurred to me today that if I don't remake this game in a decent engine with decent graphics, it's likely no one ever will, because that game is pretty universally hated (for good reason)

So... I want to do it. I have 0 experience and 0 confidence but I want to at least try. How can I even begin to learn the skills I need to recreate this game in sonic mania? (I'll likely try to just repurpose mania sprites for as much as I can, and if I need any extras I know people who are good at pixel art, the main thing I'm setting out to do is the level layouts)

Also posting this to know if anyone has actually already done this and I don't know about it. I tried looking it up but I'm kinda bad at google and it's a little hard to search sonic blast because of sonic 3D blast and also a sonic restaurant drink of the same name

This is a terrible resource for Sonic Mania. That link is about romhacking, not modding Mania.
