Companies being obligated to spend all of their profit on improvements to the thing that caused the profits would mean they don't get to keep any of the profit. And if breaking even was the most any company was ever allowed to do, there'd be no point in doing business in the first place.
Plus is something that they have invested once again in creating. Sure, the source of that investment may have come from the base game but they still spent to create Plus so it stands to reason that they'd charge for it.
Do research before you complain. They said it wont be free and it is just a false info spread by others.
They spent countless weeks adding the additional features. They were already nice enough to decide to release a free update with a ton of new stuff (Plus is just Might, Ray and Encore Mode).
Besides, it's just 5$ for something you might spend hours on.
Indeed and even if the games that I currently play (Rocket League by Psyonix and Elite Dangerous by Frontier) sell their DLC, SEGA has to show the example on how to be fair and they should not have to ask to spend more money. I mean, I already bought the base game, isn't it enough? If Sonic Mania Plus is enough good, new customers will come and buy the base game for the first time coming with what should be a free update.
SEGA already earn money with t-shirts and other goodies representing Sonic Mania things so they can avoid me to pay twice just to access to an upgrade.
Also, they will get money because new customers should buy the game for the first time with the announce of this upgrade adding some contents to the base game.
It is enough money for SEGA, I am sure.

A free update on Sonic Mania or Sonic Mania Plus ?
Sonic Mania has got some updates but it was not new features it was just some fixes.
Sonic Mania Plus is not yet released so there are no updates at all.
Can you explain what are these free updates your are talking about?

They can raise the price for me and it does not matter because I will not pay any amount for an upgrade of a game that I already bought one time of course.
Who will be enough crazy to pay twice?
OK if I didn't bought the base game it will be natural to pay the game, it makes sense, but since I already bought it, I will never pay again, you can be sure of that.
