If you pick Sonic and Tails player 2 can control Tails, Tails can be used to reach platforms by picking up Sonic. Every level except the true final boss can be played like this if you pick Sonic and Tails.

There's 4 different characters to select:
Sonic and Tails (2 player)
Sonic alone (1 player)
Tails alone (1 player)
Knuckles alone (1 player)
So for multiplayer pick Sonic and Tails, there's also an unlockable tetris type game with 2 player support.

As Green Shadow Android says, the Sonic & Tails option allows player 2 to play as Tails... but there's no split-screen for it. The camera still only focuses on player 1, with player 2 just being human-control-able if a second player does stuff, instead of only AI-control-able.

Warning, mini-spoiler: In addition, there's also an unlockable that allows a second player when player 1 is Tails or Knuckles, but this is a "secret" and can thus only be used in the "No Save" mode, so you can not save your progress.
But you can, however, use Mania Mod Loader[forums.sonicretro.org] with a slightly older version of the game to use cheats that allow any combination of Sonic, Tails, or Knuckles as player 1, and Sonic, Tails or Knuckles as player 2, even in saved games.

for a "split screen" expirience, you can use competition mode, but its not working together, its just who beats the round first.

Not throughout the whole game, but there is a separate mode for racing. (Revisits Sonic 2 and 3 splitscreens) Also a separate mode for the unlockable Mean Bean minigame.
