Provided they don't cut corners like with their AtGames Sega Genesis Flashback that potentially contains stolen code.
My issue with the first Sonic Advance game is that it needs improvements on Special Stage springs, there's only one in each zone, I haven't played the other games yet.

This would be complicated to simply port a GBA game (considering that Nintendo isn't very willing to put their games on PC)

But an "HD remake" could be possible.

At worst we could have advance as a Mania mod

Sonic Advance is not Nintendo's game. Nintendo didn't had any involvement with the game, Sega is free to do what they want with their game, as it's their game not Nintendo's.
But I would want an actual remaster since they could fix a couple of issues like the special stages, the low quality sound effects and the zoomed in camera.

I would love to see the Advance trilogy on Steam, but I agree with Smash. The games would probably be more well received if they remastered the games like Taxman and Stealth did with 1,2, & CD. Advance 2 &3 would really benefit from the zoomed out camera since they have a lot of bottomless pits and move at a ridiculous pace.

If I remember right though, someone was working on a fan-made remaster of Advance 1. Might be worth checking out.

There is a fan making something called Sonic Advance Remastered. In one stream I asked him if he'll ask Sega to release it, he said that he'll ask, but once it'll be finished (or mostly finished? I don't remember). If Sega won't agree, he'll release it as a free fangame.

You're talking about Turok(1997)? They've released the PC version just 9-10 months after the N64 version. They put it on Steam in 2015 but that was considered a remaster and even then, there was another Turok game released in 2008 and it wasn't even on a Nintendo console.
Nintendo didn't had any involvement with Turok, so the company who made it are at liberty to make what they want with their title.
Just because a game is released on a Nintendo console, that doesn't mean Nintendo has power over whoever made that game, unless Nintendo are the ones who published it.

Maybe it's because they don't care? Heroes was released on PC though, I think it would be a bit profitable if they would put it on Steam, since right now the only way for me to play this game is either through piracy or to buy used copies, which don't bring any profit to SEGA, but then again they don't lose much profit by not porting them either way. I guess it's just that these games are not on their minds at the moment.
I'd buy it. I'd like to own every Sonic game on steam.
