not trying to start drama just curious

Sonic Mania has always had Steam DRM. Whether or not you have the "Denuvo-free" beta if you launch the game from outside Steam it will exit while telling Steam to launch it from the client. Nearly all Steam DRM'ed games work this way, though some just spit out a Steam error if launched outside the client.

Do you have problem with other platformer games like Spark the Electric Jester having the Steam DRM?

I believe that one is DRM-free, which is an option for developers on Steam.

It means I can't play on a different computer without waiting for 10-15 mins for steam to download files on my very slow internet. (also it seems like in a required patch denuvo was put back...?)
Then get a USB and copy Steam on there.

No, it doesn't. If Sonic Mania's root folder is put in C:\Program Files (x86)\Steam\Steamapps\common\, Steam will simply "discover existing files" when attempting to install Mania. (that is, if you own Mania.)

And how often realistically you have to do that and how often that 10-15 minutes of wait is a factor?

Every game in our libraries has Steam DRM, unless very specified by the developer, but isn't usually the case.

Correct me if I'm wrong pls.

There are a lot of titles that make the use of the Steam client optional, and some that have no Steam features whatsoever.

You can't remove the Steam DRM just like that. To get rid of it, Sega would need to publish their game on a different platform.

Did you see the previous post? Using DRM was Sega's choice.

They make the use of Steam optional, but it doesn't change the fact it's still there.

You got it wrong, the games in that list have no DRM at all, it's not just the Steam client that's optional.
Correct, and to test that you can exit the Steam Client and launch the game straight from the game folder. If the game launches and works without starting Steam then it is DRM-free. Sonic Mania beta will restart Steam in order to start up.

At least unlike Denuvo, Steam's DRM isn't as intrusive or anything. I hate DRM with a passion, but I can deal with Steam's DRM if its used in Sonic Mania.

And games are not required to use the Steam DRM if a developer/publisher doesn't want to use it. I think I have a fair few amount of games in my library that doesn't actually use it.
