Mania Mod Manager | d3d9.dll file not appearing in Sonic Mania folder

When I click "Install loader" on the mod launcher, the d3d9.dll file doesn't appear in the Sonic Mania folder, instead it shows a window named "Microsoft .NET Framework" and says:

Unhandled exception has occurred in your application. If you click Continue, the application will ignore this error and attempt to continue. If you click Quit, the application will close immediately.

Could not find a part of the path'C:\Program Files (x86)\Steam\steamapps\common\Sonic Mania\mania_mod_manager_7za\mods'.


I clicked continue, and it goes to the Mania Mod Manager, with no mods in the list, and when I click Refresh, Save, Install loader, or Save & Play it comes up with the same exact Microsoft .NET Framework window.
And by the way, the mods I have installed are the Star Light Zone mod, and the Oh No mod.

The mod manager has to be in the same folder as SonicMania.exe.
