Yes, the Steam version can run mods. Being the only publicly-available PC store for the game, I believe it is also the only version that can run mods?

I suspect we've gotten mixed up.
When I asked you to link, I had thought you were saying that the DLC would change price depending on if you owned the base game and/or before Plus' release. It won't; it's $5 regardless, if you buy the base game digital, which is the only option on PC.
