I agree with your opinion though. I don't blame them for changing his moveset away from what he had in Chaotix, and his move in Mania Plus is really well implemented in terms of its own controls. Combined with his self-protective gimmick he's almost there... almost a neat character to use.
I don't think they needed to change his move, but I do think they needed to do more with it so it's actually intriguing to the player.
When Tails was new, flying around was a big deal and it didn't matter how pokey it was.
When Knuckles was new, his ability to slowly explore nearly everything, plus having half a game's worth of secret passages only he could open... totally worth it.
With Ray, his gliding move is actually very fun to use and very helpful to the player. It works.
But Mighty's move isn't very playful, and isn't very helpful.
I don't think they needed to change the move itself at all, but I do think it should react more to the environment than it currently does. Like, if he used the move on a yellow spring, he bounces as if it's a red spring. Using it on floating platforms could cause them to fall, or using it on a swinging platform could cause it to suddenly swing down really fast, or break off with him on it. Meanwhile every single purple rock in Green Hill could have been breakable, only accessible by Mighty (and then with similar changes to other levels).
The rocks that Mighty could break that no other character can, could sometimes contain extra powerups. But even better, they would also be a nicer way of creating secret paths for him. Having explicit "Mighty only" walls, just like we see with Knuckles, is terrible design in my opinion. But if secret paths are appearing for Mighty, in plain site behind rocks that we players have been looking at for over 20 years, and that's consistent over the whole game, that would have been really cool.
All those things would make the player much more intrigued, I think.
Btw he jumps the same height as everyone who isn't Knuckles.
Mighty's ability is pretty complex and intuitive, all things considered. You can cancel your jump to dodge attacks that his shell can't block (such as the Oil Ocean 2 boss' laser attacks), use it on full slopes to immeadiately hit top speed, use it on bumper-esque objects (such as the ones in Studiopolis 2) to super bounce off of them, destroy enemies that are unkillable by other characters (such as the plants in Stardust Speedway 1), destroy enemies and objects closeby to his ground impact...
If anything, his ability is too versatile, not even accounting for his natural spike and projectiles resistance. Sonic's Bubble Shield should keep it's trait for super bouncing off enemies for itself to have something appealing over Mighty's take on it.
