As far as I know, it is suppose to be enabled VIA a level select code(like how you enable the ability to fly as Super Sonic).

Sounds like the music is just slower...
Would have been cooler if each level got distorted... like with a Labyrinth-esque distortion effect.

Judging by the fact his rings stick at 80 constantly, and by the fact that ALL music in the game is slowed down, it looks more like he used Cheat Engine or similar, and found a value in the game's memory that controls the music's tempo.

So nothing was cut, he's just hacking the game in memory directly to slow the music down. Still cool though.
