Making the bosses slightly harder doesn't count as "Different"
As for characters.. really? I found Ray as a less useful version of Tails, as Tails is able to have more freedom with flight and can attack while doing so. Ray's flight is fun to use, but isn't anywhere as powerful as Tails'. Mighty is surprisingly good, however his use is mainly locked away in Encore mode, because AFAIK, normal Mania levels have been untouched, so I don't think there are any secret Mighty pathways there.
On the topic of rushed things, the new transitions also seem rushed. I like how the Lava Reef Battle ascends towards Little Planet, but they just look into the distance and are there. Like it felt like they could have snuck in a night time Sky Sanctuary level in or something. A friend of mine brought up a silly idea for after Hydrocity, you get blasted out of a toilet from a saloon. How great would that have been? Hahaha.
Man.. there's quite a lot more they could have done. I don't suppose there'll be another DLC update though. or they could update again?
The difference between Tails and Ray; is Tails is safe and can fly longer, but it's slower. Ray's is harder, but faster. Once you master Ray's control, he allows you to tear through the zones insanely fast. Ray can also use the extra height to hit bosses earlier then designed; allowing him to rip some bosses apart. Tails is only more useful in Hydrocity; since he can swim. Tails and Ray together? You can rip the platforming apart. Mighty crushes bosses; since if he crouches; he is immune to most projectiles, and he can bounce off enemies unharmed; even if it would hurt other characters.
