It is a legit technique and even though I didn't know what an emery board was, a quick google search about using the things on old game cartridges means you can see for yourself that he's not talking bull

NO! Don't use a metal object on the game cartridge.

I've not used any type of abrasive object on a cart, but if you've got built up corrosion, that thing will definitely fix it.
