Go to Sonic Retro, and read how they are doing mods in the forum. The first important thing for you will be to unpack and pack rsdk data (unless I missed some recent development)

U should unpack the data rsdk file in the sonic mania folder and also you should download audacity to convert mp3 files to ogg
I looked at this video https://www.youtube.com/watch?v=zOJvtNv0Pis and it says I need to change the speed a little for it to sound right in-game. I replace the file I want changed and when I hear it in-game, it's slowed down. By 1.081 rates I think. I just need to fix that and I should be good. I can't figure out how to fix it. I thought setting the song to be 1.081 rates faster would make it slow down to the normal rate but it didn't work. Any help with that?

I have been doing the same thing, sadly, for some reason, it will not allow me to open Sonic Mania. I got advice that the data (IE the amount of KB that each file is), and attempted to fix this. I could not fix it, sadly. Although there's a bit of advice for you, to fix the size of the files to the exact, and I mean EXACT, size of the original files.

How do I change the file size?

Sorry for the long wait. I had to go into work. To change the file size (in this primary case), you must use a program such as Audacity to make the audio you are using the same size as the original clips used in the game. One issue, however, is that the cut audio (as in the audio that is the same length in time as the original piece), can and most likely will be that even if you cut it the right way, the file size might still be a slight bit smaller/bigger than the original piece. It takes serious work with this game, unlike Sonic CD, where you could easily swap the audio out and it would still play.

Let me put it this way so you know what will happen: if you try to load up the game and it shows the loading icon next to the mouse but doesnt play, then the music is not the same size and the only way to be able to play again will be to verify the integrity in the steam game options. This will replace the data (SAVE THE DATA TO TWO SEPARATE LOCATIONS SO YOU CAN WORK ON IT AFTERWARDS) and you can play again.
