Why did they never put Sonic The Fighters on Steam?

Sega doesnt like money, they could release their arcade games (sega ages) or their old games on Steam, but they choose not to because they dont like money

if they liked money they would release the retro engine versions of sonic 1 and 2 on steam and console

Pretty sure they still have to give royalties to the band Dreams Come True, as they did the music. Then again, I'm pretty sure they have to do that every time they have Green Hill, so they may as well just put them up on Steam and consoles.
The only reason I can see them putting it on mobile originally was because they had a deal with Nintendo where their next 3 games on consoles would be Nintendo exclusives (Sonic Lost World, Sonic Boom, and the 3DS port of Sonic 1 iirc)
