FIRST AT ALL, YOU NEED TO COLLECT ALLD EMERALDS, MEDALLIONS, AND CLEAR THE GAME. IN PC YOU NEED TO USE THE KEYBOARD TO DO THIS MOD. USING XBOX OR PS4 PAD DOESN'T WORK.
1. NOW, YOU NEED TO GO TO NO SAVE FILE AND PRESS THE KEY W.
2. THEN, ENABLE DEBUG MODE, ACCEPT THE CHANGES.
3. STAY HOLD Q KEY AND THEN PRESS A.
4. AND THAT'S IT. ENJOY.

Um... that's not a cheat. The game automatically lets you select levels when you clear it.

Debug Mode always Level Select like Sonic 1-3 style on No Save Mode, so it's an in-game cheat yeah?

It's a cheat in-game yup. Also in ps4 and xbox one, says Sonic Mania Cheat level select... If you've completed the game, with all medallions and emeralds found, then you can do this cheat.

You don't have to beat the game or get all the medal and emeralds, but you do need dubug mode

This. Just need to get enough silver medals from the blue sphere bonus levels to unlock debug mode. I had approximately 10 at the end of my playthrough (and only had 4 emeralds) so you don't need many.

If using an xbox 360/bone controller then you turn on debug in the secrets menu and hold X+start on the No Save file to activate the level select (same as on Xbone)

No, it's really just hold X+Start until the debug screen appears on the xbox controllers. You can choose character by changing the No Save character before entering the debug menu (you can even add Knuckles through the secrets menu too)
