If you're on a 64-bit OS, you probably at one time or other installed or copied something into your Windows/System32 folder which shouldn't be there.
more than likely this is caused by Denuvo.
How can I fix this?
remove Denuvo.
There are tools that could assist you in tracing the DLLs loaded by the game and mark the offending one. Sadly Denuvo blocks them from working.
Iirc Denuvo prevents it from working the way it should. I think Kaldeien explained it in more detail once, while troubleshooting a user's installation of another Denuvo-protected title.
