LOL. Like in the good old days. I had the PC version of Sonic CD in the late 90's and I'm not mistaken, that's the way I had to enable fullscreen mode. This game is definetely retro and nostalgic. XD

Why?!? it is an optional feature. You can still set the graphic settings in the options menu.
Alt+Enter is just a shortcut and IMHO it is better to have that shortcut then to not have it.

my sonic mania opens in small screen, i change the size and when i close the game and re open, small screen again

^^^^seems to be an issue with big picture mode. If you have this problem try non big picture mode
