Report a translation problem
You're supposed to configure controllers in this via Steams own controller configurator (Generic USB in this case), but steam itself soon stopped detecting the adaptor immediately afterwards and its just an unpleasent tool to use in general.
Go to "View", "Settings", then at the bottom of the list click on "Controller". Once you get there, at the top on the right, click on "General Controller Settings". From there you can choose what types of controllers Steam auto recognizes (Steam, PS4, Xbone, X360, or Generic).
Once you checkmark "Generic", exit out. You may have to restart Steam to get it to recognize your USB Saturn controller, but from now on, if your non-Xinput, non-Xbox USB controller is plugged in when your start a Steam game, you can hit Shift+Tab to go into Controller Configuration and set up your controller to either use Xbox buttons or Keyboard Keys just like you would with Xpadder or x360ce.
