Yep, as explained in the comics, the rings were a conductive component in a machine built to utilise the power of the Chaos Emeralds - when the machine malfunctioned and exploded (empowering Sonic and causing him to turn blue, as well as turning Dr Robotnik maniacally evil), the rings were scattered around the landscape. The infusion of Chaos energy keeps them floating and spinning.
