Mayor
So, what does being mayor actually mean? Like, does it just mean you have the most expensive house or can you actually do anything for the town?

A mayor is determined by whoever has the most valuable house. House value is level + the value of the furniture inside. The player selected as town mayor can sell town furniture and rename the town. There is an "election" every 24 hours. If another player has a higher house value than the current mayor, the mayorship will change. A gold emblem will be visible above the Mayor's house in town.

Once a day, there is an examination to see if anyone has a more impressive house than the current mayor which may lead to a change in leadership.

Basicly, ideally, it's better to stay in your standard AI town first to become Mayor fast, therefor completing the objective, before you move to a multiplayer town as the chance is small to be the mayor if you have 1 guy that never stops playing?
