In a Collectible Card Game, you can only collect cards, you can't trade your cards for real money. Your cards don't carry any real value. It's just a collection. Most online card games are CCGs, like Hearthstone that you mentioned above.
In fact, I guess Artifact is the first online card game attempting to be a TCG (that I know at least), and I guess that is why it's a big deal for many players. Being able to sell your cards for real money in the market, and also being able to buy exactly the cards you want to finish your deck, is something cool.
While I would like to be able to direct trade my cards without fees, it really does not make the game a CCG at all, if you can trade, it's a TCG. Some people are not being honest about the subject.

I don't understand the part about the value of your cards. You can't cash out in Artifact, you aren't allowed to get money from cards you sell.
Why do you say that? It's in the FAQ, you can sell your cards in the Marketplace. OFC the money will be locked on Steam, but it is money anyway.
And actually, Artifact isn't a real TCG, once you sell a card, the money still in Valve wallet (and there is a "Valve tax" for each trade), you can use it like real cash in Steam, but it's still a virtual cash, it's just to confuse you, essentially it's the same as HS gold/dust but have many purposes if you don't have a way to "cash out".
If you're a card game player, just need to know one thing, you need to pay for every card you need, nobody will pay for you (like HS) to give you free cards, you can borrow your friend's deck, but I didn't see related details yet.
The money that is locked in your Valve wallet is not much different from the gold you get in HS. Those are limited currencies, not real money.
What do you use to buy Steam games? Grass? Last time I checked I used money. My steam wallet has money, that can only be used to buy games (or stuff in games), but still money.

Anyway, it's a TCG because you can trade. That is it, it could be better, but the fact that is not "perfect" doesn't make it less TCG.

You can use balance in virtual wallet, but it's still virtual cash if it don't have a mechanism to get back your real cash.
Definitely not the first to implement card trading. MtG Online did this way back in the early 2000s. I cashed out on that game 4 years ago and almost got everything I spent back due to some cards being "out of print" for over a decade.
I'v traded MANY times with wallet money by selling my items and finding traders like so
"Hey I'll buy you this $19.99 game for $15 " Just a random example, i have to overpay cuz im using wallet money but still it can be done, steam wallet money is still considered real money somehow at least, not like currency in other games.
since with that wallet money you can buy things that you can also buy with real money, such as other items or steam games.
You can form trades with friends, another example is a friend that used to hoard items/cards with a lot of alt accounts then sell all on market to get wallet money then basically says to his friend " here this wallet money is now yours, just tell me what you wanna buy " And in exchange he buys him stuff on amazon or whatever, so steam wallet money is much more than gold or other stuff in HS or other video games.
This just mean wallet monay can be valuable goods.
