One would be a keypress action that presses the desired key(s), followed by a pause action of the desired duration, with the "Repeating" option of the command set to "Repeat continuously until stopped".
Another, that can be useful if you want to include actions in the command that aren't repeated, is to use the same two actions mentioned previously, but wrapping them in a "Start an Indefinite Loop" action (and the "Loop End" action it comes with), while leaving the "Repeating" option set to "Execute only once".
Do make sure you have a command and/or a hotkey that can stop all commands for you (preferably both), as otherwise you'd need to try and click the stop button on VoiceAttack's main window in-between keypresses.
The former would be a command you add yourself, set up to execute the "Make VoiceAttack Stop Processing All Commands" action, whereas the latter can be set up on the "Stop All Commands Hotkey" option on the "Hotkeys" tab of the VoiceAttack options window.
