Both EU and US are suffering with that poor treatment for years and in other games, too, to be honest. It's just weird this time because, I know Kakao is a EU company, unless I am mistaken? Maybe? KR and JPN and China now have the strongest influence on games.
I have a midrange computer with 16gb RAM, AMD RX580, I've never had this issue. Even when I played this game on an old Toshiba laptop with 4gb RAM. (though i capped at 30fps). Have you tried getting finicky with settings? Messed around with individual settings? I know Anti-Aliasing sometimes chews ram up alot. Could also be background apps. Maybe optimize your graphics card for the game? I've run this in intel, NVidia and AMD, and only had this happen with intel.
