Wierd FPS Spikes/ LAGG. Please HELP

So annoying, i have had this issue for years with bdo, and i remember never being able to fix it, now im back to playing it, and its bugging me so freaking much.
Its like every few seconds, the game drops to 1 FPS even tho it displays it as 50-70, it fully spikes, for a split second, completely disrupting the gameplay.
Tried different drivers/ Reinstalled windows/ Bios settings/ all in game settings/ installing on different harddrives, done everything i can think of, but nothing solves it..

Anyone else with this issue who got it fixed? Or is this a gamecode issue that everyone have?

Does the framerate improve using potato mode?
If not, get a new motherboard and a more powerful CPU.
if the framerate improve, get a better graphic card.

quite a good/decent machiene

RTX 4070
32gb 5200MHz
I searched it up and it seems to be some people have them and some people don't, I didn't have the stuttering issue on my old rig and that rig was a laptop with terrible specs so I don't know what's the issue and hardware is not.

Yeah some research later: and apparently its complete RNG,
Some people have the it some people dont, and then allot of people dont really pay attention to it and dont think they have it, but they actually do.

Seams to have something to do with cpu/mobo/ram compitabillity: Where if all those 3 pieces have very good synergy and work very well together ( same quality/gen Proper settings and all that ) Then you dont have these issues..

Its still a bug/problem affecting me and others, and it should be a top priority for em to fix..
