I can only play on MENA/TR servers on bdo if I use steam

Do you have to play via Steam? If not, try going straight to naeu.playblackdesert.com and see if Pearl Abyss will let you create an account there.

Another possible solution MIGHT be to launch the game via PA's own launcher.

Might have to do a fresh install via that launcher, but you can also try selecting the directory of the steam version or compying the contents of it into where th PA launcher would like it to be.
Don't know if logging in would work though, but it's worth a try.

It doesn't work, for you to actually change your region for steam you have to buy a game with an american credit card

This did work but its more expensive on PA then it is on steam

I had the same problem, nothing I tried worked. I uninstalled the game and dropped it.

OK What I thought 765 meant was the location of the server used for downloading.
