Report a translation problem
I'm curious if your character is also tall. I suspect they may test the game with default sized characters rather than very tall characters, and another reason for that suspicion is there are so many cutscenes and loading screens in which the player character's head is cut off.
If your character only has the issue you filmed while indoors then I do think it's a character height problem.
Unfortunately this isn't the case. The charakter is a Maehwa with default size and the issue happens also outdoors.
Btw I'm using a NVIDIA GeForce GTX 1060 6GB (with actual drivers).

I hope you don't mind, if I ask, but: You opened the trading screen, right? Because this issue will not happen, if you don't open it.
I tried all settings above, but it didn't help. But again, I am very thankful for your help!
Anyhow I'm really about to give up on this issue. *sigh*
First: Figure out if your monitor has auto calibration capabilities. Like an auto calibration button on it or something else akin to that. When in game try pressing it and see if that fixes your problem.
Second: Your Nvidia setting might be conflicting with your monitor settings OR you monitor, settings, Nvidia settings, and BDO settings all might be conflicting with each other.
The bowed bottom of your BDO screen, I haven't seen anything like that since the XP and older windows days when I had to manually adjust my monitor to align correctly with my monitor screens resolution.
I know I have not provided you a solution, but it is a different direction to look.
Because I really think the answer is there and not with BDO itself.

The issue only happens while talking to an NPC, but it doesn't happen, when I just open my inventory screen, e.g.
I even started the game on my Chromebook via GeForce Now and there I also experience the wobbling.
